Class Abilities:
- Command Seals (D-) – Not summoned as a true Ruler over a grail war, this instead manifests as simply minor boosts or restrictions placed on actions performed by other Servants. Can be used 7 times in total.
- True Name Discernment (C) – As much a function of study in literature as one granted by the Grail. It suffers somewhat due to the Beast Grail in play.
Personal Abilities:
- Arson (D) – The ability to start fires with a minimum of tools. Not quite magecraft, but on par with what one might see in an action movie.
- Incitement (A+) – A charisma ability, granting advantage 1 to combat accomplish checks for all allies, and a further advantage +1 to allies of lower rank than him, but bestows disadvantage 1 to all defense checks.
- Preparation (B-) – Ruler is never without a firearm, dagger, or other tool; he may conjure up wheel lock pistols or rifles at no cost, as well as always having a holdout dagger somewhere on his person. In addition, by spending two actions and 1d4 stress, he may produce basic tools (such as a crowbar, lockpicks, matches, or even eating utensils) appropriate for his original time period. He may also store far more on himself than it would appear. Finally, he counts as having Territory Creation at equal rank, but is unable to produce an atelier or use magecraft.
Noble Phantasms:
- Golden Rule (Tea and Tobacco) (B) – Ruler always has enough tea and smoke to satisfy his needs, effectively having an infinite amount only limited by how much he can actually consume or pull out of his pockets (in practice, this may not be quite so unlimited). He may reduce his stress, as well as the stress of others if he chooses to share, by partaking, healing stress damage by +1 during a rest or scavenge delve action, or by +1d6 during a full rest period. The produce tea and cigarettes may also be used as improvised weapons or tools, should such become necessary.
